Rezoning would allow for retail redevelopment on Center Ridge

George Kallas, the owner of Minerva Family Restaurant on Center Ridge Road, has requested that five residential properties he owns be rezoned for potential retail redevelopment. Rezoning in Fairview Park must be approved by voters. Resolutions placing the five rezoning measures on the Nov. 4 ballot were introduced at Fairview Park City Council’s March 17 meeting.

The properties – four on West 210th Street and one on Glenbar Drive – would be rezoned from the residential category to the general business category. The rezoned residential parcels, together with adjacent property that Kallas owns on Center Ridge, including his restaurant, would total approximately 2 acres. The goal is to have all the parcels zoned for general business so one or two new retail buildings can be built on the consolidated property.

The consolidated commercial parcel would be on the southwest corner of Center Ridge Road and West 210th Street, with the exception of Chipotle Mexican Grill and Guys Pizza. Those businesses are located on properties that Kallas does not own.

A conceptual architectural drawing submitted to the city’s building department shows the consolidated commercial lot having driveways on Center Ridge Road and West 210th Street. The consolidated lot would be to the west and south of where Chipotle and Guys Pizza now stand.

Although the properties in question are in Fairview Park, they are located in the Rocky River City School district. Therefore, the portion of property taxes earmarked for public schools from those parcels goes to the Rocky River City Schools.

Under Fairview Park law, new development is eligible for seven years of property tax abatement.

No commercial tenant has yet been lined up for the lot, said Dan Hopkins, president of DJH Developers, who is representing Kallas.

“There really aren’t any firm plans right now,” Hopkins told West Life. “Everything’s very, very preliminary right now.”

Kallas’ goal, Hopkins said, is to see if his property can be rezoned in the event a business, such as a bank or medical office building, comes to him with an offer for the site.

According to Hopkins, Kallas’ intent is to keep Minerva’s open.

Mayor Eileen Patton said the conceptual development plan Kallas and Hopkins submitted would be a plus for the Center Ridge Road retail corridor, which she noted has been growing.

Development Director Rob Berner said the potential redevelopment would fit well with the city’s master plan, which calls for eye-catching, distinctive features at the city’s major entrances.

“The redevelopment aspect does blend well with our northern gateway concept,” Berner told West Life.

More specific plans about the site may materialize as November approaches, Berner said, as voters are more receptive to rezoning requests when they have more information.
